The Council consists of 6 Councillors who are elected by ward, Waioeka -Waiotahi, Opotiki and the Coast ward, and the Mayor John Forbes who is elected at large. A Coast Community Board represents the interests of the residents in the Coast ward.
There are also two standing committees of Council, Tourism and Promotions Committee and the Sport and Recreation committee. These committees are made up of both Council members and community representatives and they provide focus and advice on their specific areas.

The Trust’s overall purpose is to increase the social and economic well-being of the community of the Opotiki District.

- distributing grants
